The Living Wage in Baltimore: Impacts and ReflectionsDepartment of Geography and Environmental Engineering, The Johns Hopkins University, Baltimore MD 21218 eschoenberger{at}juno.com Living wage laws, it has been argued, will unavoidably generate significant fiscal impacts on the affected jurisdictions and negative outcomes in terms of economic development. In Baltimore, to date, the fiscal impacts have been trivial. The paper explores why this might be the case and whether this is a wholly desirable outcome. It also examines how the living wage may contribute to economic development in distressed urban areas.
