Cycles and Crises in Statist Economies143 Main St., Woburn, MA 01801 Cyclical development in statist economies is generated by the organic relationship between accumulation and the evolution of the real network of power relations interweaving beneath the monolithic facade of command-administrative planning. This article will outline a meta-theory of planning in statist economiesits preconditions, actual operations, and practical consequencesdrawing upon the Eastern European experience but with particular reference to the former Soviet Union. My aim is to demystify macro-economic planning in order to help rehabilitate it.
